Dear Deputy Governor Peters:

As the your name of an facility as CILA, ICF, ETC my agency is depending on State appropriations be approved to support SB 574 and to ensure quality services for individuals with developmental and intellectual disabilities.

I serve # of individuals individuals in mandated accredited programs. I can say unequivocally that the quality of services we provide must be enhanced by SB 574. The individuals I care for cannot continue to live safely in the Community Integrated Livig Facilities without funding for the appropriate nursing services.

I urge you to support the necessary appropriations for SB 574 to ensure meaningful State response to a growing need of thousands of individuals living in the CILA communities that require nursing services. As a nurse, I am committed to continuing the work that I do despite shortages and need for supported funding for SB 574. The State can no longer risk the safety and well being of the individuals living with developmental and intellectual disabilities in the CILA communities.

SYNOPSIS AS INTRODUCED:

210 ILCS 135/4                                                            from Ch. 91 ½, par.1704
210 ILCS 135/12 new



Amends the Community-Integrated Living Arrangements Licensure and Certification Act. Provides that the Department of Human Services shall require any agency operating a community-integrated living arrangement must provide adequate nursing services to all recipients. Requires the Department to establish graduated standards of basic nursing services that correspond to recipients’ ranges of Health Care Levels as reflected in the Health Risk Screening Tool; also requires the Department to establish standards for staffing ratios of Registered Nurses to Direct Support Personnel and Licensed Practical Nurses in community-integrated living arrangements. Effective immediately.
